CSSP Learning Guides (2001): In the summer of 2001, the Center for the Study of Social Policy announced the publication of a series of six learning guides entitled, "Building Capacity for Local Decisionmaking." Since 2001, communities across the country have used the published versions of these tools to influence policy and practice, set common agendas for change, and improve the quality of life for children and families.
