The New Haven Ten Year Plan to End Chronic Homelessness, initially released in December 2005, was prepared under the leadership of New Haven Mayor John DeStefano's Homeless Advisory Commission. The Commission was responding to a national effort to end chronic homelessness spearheaded by the federal Interagency Commission on Homelessness. The impetus behind this push came from studies that revealed that chronically homeless individuals are a small proportion of the homeless population, but consume a disproportionate share of public investment in services to the homeless.
