TANF Emergency Fund in Connecticut: 4:1 Federal Match Available


The CT Department of Social Services has issued a request to non-profits to identify funds that could be reimbursed or claimed from this fund of $133 million set aside in DC for the benefit of "TANF Eligible" residents of Connecticut (families with children and incomes under $73,000 or so for a family of 4!)

Organizations can get $4 in TANF funds for every $1 they bring to the table and commit to spend on a broad array of "non-recurrent short term benefits" between now and September 30, 2010. They may also be able to get reimbursement of as much as 64% for any increase in spending for eligible activites it he 2009 and 2010 fiscal years over the 2007 and 2008 federal fiscal years.

Temporary Assistance for Needy Families (TANF) Emergency Contingency Funds




TANF is a block grant program to help move recipients into work and turn welfare into a program of temporary assistance. Under the welfare reform legislation of 1996, TANF replaced the old welfare programs known as the Aid to Families with Dependent Children (AFDC) program, the Job Opportunities and Basic Skills Training (JOBS) program, and the Emergency Assistance (EA) program.

Connecticut and your organization have an opportunity to leverage federal funding for non-recurrent short term programs and subsidized employment that qualify under a provision in the federal economic stimulus legislation. This funding has been made available through the American Recovery and Reinvestment Act of 2009 (ARRA) TANF Emergency Contingency Fund program. TANF serves families with children with income under 75% of state median income. The ARRA opportunity allows states to receive 80% reimbursement for qualifying programs on increased quarterly spending made on behalf of TANF-eligible families and individuals between October 1, 2008 and September 30, 2010.
