These crosstabs contain data collected through the 2018 DataHaven Community Wellbeing Survey’s live, in-depth interviews with 16,043 individuals statewide including 3,062 adults living in all towns in the Greater Hartford, CT Region. Greater Hartford is defined here as the towns within the Capitol Region Council of Governments service area. The CRCOG region includes 38 towns in Connecticut: Andover, Avon, Berlin, Bloomfield, Bolton, Canton, Columbia, Coventry, East Granby, East Hartford, East Windsor, Ellington, Enfield, Farmington, Glastonbury, Granby, Hartford, Hebron, Manchester, Mansfield, Marlborough, New Britain, Newington, Plainville, Rocky Hill, Simsbury, Somers, South Windsor, Southington, Stafford, Suffield, Tolland, Vernon, West Hartford, Wethersfield, Willington, Windsor, and Windsor Locks. These crosstabs focus on results from one geographic area; results for other areas are available via the main survey page. The survey assessed topics such as health, employment, and neighborhood resources. Respondents spanned a broad range of ages, ethnicities, and socioeconomic statuses from every Connecticut zip code, and all results are based on weighting survey data to be representative of the entire adult population (see methodology).

Evidence-based policymaking is the systematic use of findings from program evaluations and outcome analyses (“evidence”) to guide government policy and funding decisions. By focusing limited resources on public services and programs that have been shown to produce positive results, governments can expand their investments in more cost-effective options, consider reducing funding for ineffective programs, and improve the outcomes of services funded by taxpayer dollars.

While the term “evidence-based policymaking” is growing in popularity in state capitols, there is limited information about the extent to which states employ the approach. This report seeks to address this gap by: 1) identifying six distinct actions that states can use to incorporate research findings into their decisions, 2) assessing the prevalence and level of these actions within four human service policy areas across 50 states and the District of Columbia, and 3) categorizing each state based on the final results.

The study finds that Washington, Utah, Minnesota, Connecticut, and Oregon are leading in evidence-based policymaking by developing processes and tools that use evidence to inform policy and budget decisions across the areas examined.

This report is designed to correspond with DataHaven’s Town Equity Reports. The DataHaven Town Equity Reports, available for each of the 169 towns in Connecticut, disaggregate data from the 2020 Census, American Community Survey microdata files, DataHaven Community Wellbeing Survey record-level files, and federal and state agencies to create relevant town-level information that is not available from any other source. These innovative and user-friendly reports are widely used to inform local- and state-level efforts to improve community well-being and racial equity throughout Connecticut. Reports for regions such as counties are based on DataHaven’s analysis of data for each of the towns that comprise each region, or on parallel county-level statistics, depending on the data source used.
