The Newhallville and Dixwell Neighborhood Community Index is a project of neighborhood residents and youth, with support from Inspired Communities Inc and DataHaven staff. Part One includes data and Part Two includes a photovoice project.

The Newhallville and Dixwell Neighborhood Community Index was born of a desire from neighborhood leaders to create a resource for residents to leverage while seeking grants or other tools for neighborhood development. This report aims to fulfill that desire by providing a review of aspects impacting quality of life in Newhallville and Dixwell while offering relevant historical context. Another desire for this report was to highlight the experiences and voices of neighborhood youth. The Newhallville Youth Photovoice Project was conducted in the summer of 2019 and the results are the focus of the second section of this document beginning on page 34.

These crosstabs contain data collected through the 2018 DataHaven Community Wellbeing Survey’s live, in-depth interviews with 16,043 individuals statewide including 1,001 in the City of New Haven, CT. These crosstabs focus on results from one geographic area; results for other areas are available via the main survey page. The survey assessed topics such as health, employment, and neighborhood resources. Respondents spanned a broad range of ages, ethnicities, and socioeconomic statuses from every Connecticut zip code, and all results are based on weighting survey data to be representative of the entire adult population (see methodology).

New Haven is a diverse city with deep and enduring economic and social disparities. Approximately 25% of residents live in poverty, compared to 10% statewide. An additional 40% struggle to afford basic necessities like housing and food. While intricately tied, poverty is just one of several issues that drives hunger. Unemployment, low-wage jobs, transportation, and family resources also make it difficult for people to access the food they need to thrive.

Across New Haven, 22% of the city’s residents are food insecure – with not enough food or money to buy food – much higher than the Connecticut rate of 12% and national rates of 13%. Food insecurity varies widely in New Haven, affecting low-income people of color at higher rates. In two recent studies in New Haven – DataHaven’s Wellbeing Survey and CARE’s New Haven Health Survey, both conducted in 2015 – food insecurity impacts 1 in 3 adults in the city’s lowest income neighborhoods. Within these neighborhoods, food insecurity is notably high among those not employed at 41.3% and underemployed (working part-time but wanting full-time employment) at 53.9% compared to 18.9% among those employed with a full-time job. Hispanic and Latinx communities in New Haven bear the greatest burden of food insecurity. Compared to other demographic groups, both DataHaven and CARE reported higher food insecurity among Latinx residents: across New Haven at 34% and among those in the six lowest-income neighborhoods at 50.1%. Rates of hunger are highest in neighborhoods with larger Latinx populations, like Fair Haven. Future data collection efforts should better capture food insecurity among undocumented residents. Undocumented residents may be particularly vulnerable, because they often work in low-paying jobs, are ineligible for government assistance programs, and may be afraid to go to emergency food providers due to anti-immigration policies.

Notes

The estimates in the neighborhood profiles are derived from Census 5-year American Community Survey data (the latest available as of the publication date), and are only available at a neighborhood level through DataHaven.

In partnership with DataHaven, neighborhood boundaries were updated by the City of New Haven City Plan Department for the purposes of developing the city’s comprehensive plan in 2012, and do not correspond exactly to Census Tracts or Block Groups in all cases. Because of improvements in how we obtain Census data for small areas, some data elements in our 2014 neighborhood profiles are not directly comparable to those used in our 2010 neighborhood profiles. Please note that there are no estimates for Long Wharf because the area is considered to be a commercial area with zero population. There are a dozen or so residents living along the boundary line with the Hill neighborhood, and they are automatically added to the Hill neighborhood estimate. Census Tract and neighborhood-level data from the American Community Survey are subject to high margins of error. Please compare and use with great caution. Please contact DataHaven for additional information.
